The 'Risa' Effect

Introduction

When we last saw our valiant crews, the captains had narrowly missed a general court-martial. It has now been four weeks since they departed Earth and each vessel has been at their assignment location for approximately two weeks.

The Ulysses has been sent to monitor the progression of a planet in the final throes of death. It’s star has gone super nova and the planet is being slowly drawn into the gravity well of the star. Since this is an uncommon event, IFT has dispatched the Ulysses to observe and document the collapse.

The Hale, on the other hand, has been given the less desirable task of monitoring the number and types of ships that visit Risa. For the past two weeks, they have been monitoring comings and goings of species enjoying the bounty of the pleasure planet.

Each ship captain is feeling as if they are being punished for their previous failure. They are sure that IFT has come up with this idea since they were unable to follow through on the court-martial.

The Ulysses hangs in space, with her hull reflecting the changing light patterns created by the super nova. On the bridge, her crew is busily taking readings and monitoring input from the sensors. “Captain, I am reading a variance in the planet’s mass,” Lieutenant Commander Ison says.

The captain stands and walks up to the tactical panel and asks, “Is this going to affect space or the ship in anyway?”

“Unknown, sir, but I would suggest that we give it more room,” Lieutenant Commander Ison responds.

The captain studies the readout for a minute and says, “Agreed. Helm, bring us around to 473 mark 9 and hold there.”

Lieutenant JG Hester says, “Yes, sir,” and with the touch of an artist moves the mighty ship back to a safe distance.

Meanwhile, on the bridge of the Nathan Hale, her captain sits, bored, watching the view screen, imagining what it would be like down on Risa with the second officer of the Ulysses. As he sits there daydreaming, a flash on the planet captures his attention. Lieutenant Commander Leidner says, “Captain we’re registering an explosion on the planet at coordinates 784 mark 3.”

The captain turns in his chair and says, “Is there any population near the site of the explosion and what kind of damage has been created?”

The commander touches another spot on the panel and says, “Sir, it appears to be on a road that winds into the mountains, and there are no life-signs in that general vicinity.”

“Very well,” Captain Gastineau says, turning back around and getting up, “Find out what caused the explosion and if there is a chance of a reoccurrence. I’ll be in my ready room.”

Captain Gastineau walks into his ready room and activates his view screen as he sits at his desk. “Lieutenant Lucas, contact the Ulysses’ captain, please,” he says as he leans back in his chair.

Aboard the Ulysses, the captain and her two top officers are talking in her ready room. “Captain, how long is IFT going to leave us out here twiddling our thumbs?” Lieutenant Commander Ison asks.

“I realize that this is an important event and should be studied, but there are science vessels out there doing nothing. Put them here and put us back on deep space exploration,” Commander Gengo states louder than she means to.

“I know that you’re bored and that the crew is striving to look busy, but we need to monitor this situation for future generations,” the captain says. Both officers look at her in disbelief.

"Bull, you don’t believe that anymore than we do,” Lieutenant Commander Ison points out firmly. “You know why we’re out here and when are you going to do something about it? IFT is punishing us and you know it…” she starts as the captain cuts her off.

“Mandy, that’s enough. Yes, that’s probably the case but yelling at me isn’t going to change their mind,” the captain says heatedly. The captain’s communicator beeps and she snaps, “This is the captain.”

Ensign Enet’s voice comes across the overhead speaker, “Captain, we have a communication coming through from the Nathan Hale.”

“Thank you Ensign, pipe it in here,” the captain says. The view screen on her desk comes on and the image of Captain Gastineau appears. “Captain Gastineau what can I do for you?” she says.

“Well, that’s a hell of a greeting. Why is your face so red, captain?” he asks with a smile. “Are you having difficulty convincing your crew that they are performing a worthwhile endeavor?” he says knowingly.

Captain Gamble begins to smile, “Probably as much as you’ve convinced your crew that it is good and noble to sit above Risa and count ships.”

As he begins to laugh, the tension in the room starts to melt. “So, honestly, are you close to having a mutiny also? My crew is ready to start eating unrefined plutonium and they are looking to me to change IFT’s mind,” Captain Gastineau says sadly.

Captain Gamble smiles and says, “I know the feeling, and Lieutenant Commander Ison is here telling me that I need to do something about our assignment. IFT has made up its mind to leave us out here.”

Captain Gastineau shakes his head and says, “We’ve had a little excitement here, there was an explosion on the planet, and we’re trying to figure out what it was.”

“Oh,” Captain Gamble says, “was anyone hurt? What has your away team found out?”

“Away team, excellent idea, captain. I will send an away team to investigate, one led by me,” Captain Gastineau says brightly.

“Nathan,” Captain Gamble starts, “do you really think your first officer is going to let you go down there? She’ll start quoting regulations until you give up the idea,” she finishes.

“You’re probably right but someone needs to investigate,” he says.

"You are trying to tell me that you haven’t already got a team down there and that you didn’t think about it,” Captain Gamble says.

He says, “No, I have a team down there with my XO, but I was hoping that maybe you would back me up and justify me going down there. You weren’t a lot of help in that aspect, thanks.”

“Sorry, I know that Pam wouldn’t stand for it and I know that Dee is a lot more militaristic,” Captain Gamble says with a smile.
